Phillip DuVall, Ph.D.
Phillip held numerous senior level management and industrial engineering positions in government service. Since retiring in 1997, he has been a management consultant, providing a variety of industrial, commercial and non-profit organization clients with quality management implementation strategies, management & employee training, designing and conducting surveys, human resources systems support and industrial engineering consulting. Phillip received his Bachelor of Science in Industrial Engineering from the University of Arkansas and an MBA and Ph.D. from Texas A&M University - Commerce.
He is a leader in quality management initiatives, including the development of self-managed work teams, organization level performance appraisal systems, and productivity gain sharing programs. He served as a Panelist on Labor-Management Partnerships at the National Academy of Public Administration Center for Human Resources. He presented team building training to the Army Research Laboratories and the US Office of Personnel Management, Western Management Development Center.
He served as an Examiner on the President's Quality Award and Army Communities of Excellence (ACOE) Boards. Additionally, he was a Team Leader on the Texas State Quality Board of Examiners, using the Malcolm Baldrige assessment criteria. He served as a primary consultant in winning the President’s Quality Award and the ACOE Award for Red River Army Depot. He was a lead consultant during a customer service audit for the US Department of Agriculture Research Service.
Phillip has an outstanding teaching record. He served as Adjunct Professor at Texas A&M University -Texarkana for 25 years. As Professor of Engineering, he taught engineering and management courses for five years at the Army Materiel Command Intern Training Center and was the principal advisor for 21 engineering research studies.
As a consultant, he developed and conducted numerous seminars in Communications, Customer Service, Project Management, Team Building, Problem Solving, Time Management, Strategic Planning, ISO 9000 Implementation and Auditing, Cost-Benefit Analysis, Conducting High Impact Meetings, Marketing, Legal Personnel Practices, Dealing with Conflict, Employee Counseling, Health Insurance Portability and Accountability Act (HIPAA), 5S Program and the New Overtime Regulations.
In addition to training, he has provided human resources systems support including development of policy handbooks, job descriptions and performance award systems. He has organized, directed, and conducted many complex studies on the cost effectiveness of government and private programs
He served as President of the University of Arkansas Academy of Industrial Engineers. He held leadership positions in several community organizations and his church.
